One of USS’s top 100 investments is in Palantir, a company whose leaders subscribe to a militaristic authoritarian philosophy and whose products facilitate the violation of human rights and international law. And it’s not even a good investment. USS should get out of Palantir. Here is the full story:
1. Background
Palantir is an American data analytics company that was founded in 2003 by Alex Karp, Peter Thiel and three others. Karp became CEO in 2005. The US secret service CIA was an early investor in the company through its investment vehicle In-Q-Tel. Karp led Palantir through major growth, with U.S. government contracts for defence, intelligence and policing, and expansion into commercial data platforms. Palantir’s products involve the harvesting of data from different sources, followed by its integration into improved, often automated, decision-making.
Palantir has extensive and influential links within the US government. Thiel was one of Trump’s most significant donors in 2016 and he was critical to the advancement of the current US Vice-President JD Vance – donating about $15m to Vance’s successful US Senate run in 2022, the largest sum ever donated to a single Senate candidate.[1]. Former senior Palantir employees now hold influential posts in the White House Office of Science and Technology, the Chief Information Office and the Department of State.[2]
Palantir’s contracts with the US government are diverse and extensive – receiving more than $1.9bn up until 2025[3] for the Army, Air Force, Special Operations Command, National Institutes of Health and Immigration and Customs Enforcement (ICE). A gigantic new $10bn US Army commitment was announced last August.[4] Palantir has made Karp (CEO) and Thiel (Chairman) obscenely wealthy – they are the 4th and 5th largest current shareholders, with shares valued at $14.5bn and $8.6bn respectively.
2. Philosophy
Karp and Thiel’s world-views align well with Palantir’s close integration with the Trump administration, and its highly profitable security contracts.
Thiel’s early views on votes for women and the incompatibility of democracy and capitalism were expressed in 2009: “Since 1920, the vast increase in welfare beneficiaries and the extension of the franchise to women — two constituencies that are notoriously tough for libertarians — have rendered the notion of “capitalist democracy” into an oxymoron.” [5]
More recently he detailed his thinking in a series of lectures in San Francisco – focusing on who the “antichrist” could be and warning that Armageddon is coming. He believes the harbinger of the end of the world could already be in our midst and that international agencies, environmentalism and guardrails on technology could accelerate this.[6]
Meanwhile Palantir’s CEO Karp says that his technology will destroy jobs in the humanities.[7] In 2024 Business Insider reported that “Karp said he’s proud “the death and pain that is brought to our enemies is mostly, not exclusively, brought by Palantir.” He continued “We’re not a normal company. We are fighting for what we believe, and we’re putting in a product to give the people that agree with us a superior position.””[8] On an earnings call in 2024 he stressed that “we believe we are making America more lethal, making our adversaries increasingly afraid of acting against the interests of America and especially Americans.” adding that “Palantir is here to disrupt…and, when it’s necessary, to scare our enemies and, on occasion, kill them”.[9]
In November 2025, during the company’s Q3 earnings call, Karp said that Palantir is “the first company to be completely anti-woke.” He called for a “return to a shared national experience” in the US, saying it “was a mistake to casually proclaim the equality of all culture and cultural values”, and he stressed the need for “an embrace of common identity that by definition puts forward certain ideas, values, culture, and ways of living at the exclusion of others.”[10]
A recent 22-point post on X[11] (formerly Twitter), distilled from Karp’s book The Technological Republic: Hard Power, Soft Belief and the Future of the West, uses a rhetoric of “hard power”, with a rejection of pluralism. It calls for drafting people into military service, a crime crackdown, and the rearmament of Germany and Japan.
3. Human rights and Palantir products[12]
Military action
At the beginning of “Operation Epic Fury” – the American attacks on Iran this year – the US bombed a primary school, killing around 180 young girls. The targeting for the attack was run on a system called Maven. Maven was originally worked on by Google, who pulled out after more than 4,000 Google employees signed a letter opposing the company’s contract to build artificial intelligence for the Pentagon’s targeting systems, citing concerns about “potentially lethal outcomes”.[13] Palantir took over the contract in 2019 and built Maven into a targeting infrastructure that combines image, intelligence and sensory data to detect and identify targets and prioritise strikes.[14] The bombing of the Iranian primary school was a target selected by the software on the basis of incorrect information. Palantir had previously provided software to the US military for the wars in Iraq and Afghanistan,[15] which were condemned as illegal wars of aggression.[16]
Policing
Palantir technologies are embedded with police forces world-wide. The software enables the police to analyse data from different sources in order to help them make decisions on where to target resources, including identifying persons of interest. This can also include algorithmic predictions of the likelihood of a person committing a crime. This “predictive policing” has been criticised for reinforcing systemic bias against minorities.[17] Amnesty International have called for data-driven crime prediction technologies to be banned over severe human rights concerns.[18] The City of New Orleans cancelled a Palantir partnership when it learned that the firm had been operating a policing programme which members of the council were unaware of,[19] using data including personal social media usage to predict the likelihood that individuals would commit a crime. In 2023, police forces in Germany were made to review their work with Palantir after a court ruled that data processing laws governing some uses of the company’s software were unconstitutional and significantly expanded police surveillance powers.[20] Constitutional complaints across Germany are claiming that the police are using Palantir software to monitor people “who have never been suspected of committing a crime”.[21]
Border enforcement
Palantir’s long-standing contracts with US Immigrations, Customs and Enforcement (ICE) have been heavily criticised. In 2020, Amnesty International determined that “there is a high risk that Palantir is contributing to serious human rights violations of migrants and asylum seekers by the US government” and that Palantir was failing in its responsibility to “avoid causing or contributing to human rights abuses”.[22] The report cited forcibly separating unaccompanied children from their parents, and conducting mass raids leading to prolonged detentions and deportations.
Palantir’s systems enable ICE to collect large amounts of information on individuals. This has included student visa status, address, real-time location, place of employment, licence plates and phone numbers.[23] In 2025, The Guardian reported that Palantir also advised ICE on how to gather phone numbers and extract names from phones by unlocking them using an Israeli forensic software called Cellebrite.[24] Palantir was awarded a $30 million dollar contract in 2025 to expand its work with ICE and create a platform “ImmigrationOS”[25] Amnesty International noted that “Immigration OS automates an already deeply flawed and unaccountable process that has a history of disregarding due process and human rights, further obscuring and reinforcing it.”[26] Like the military applications, these systems are designed to automate and streamline a process of identifying targets – here for ICE deportation actions.
War crimes and genocide
Palantir has been an enthusiastic supporter of Israel’s actions against Palestinians from the beginning of the current war. In October 2023 the company took out a full page advertisement in the New York Times, stating “Palantir stands with Israel”. The company flew its Board over to Tel Aviv in January 2024 for a meeting, following this with an announcement of a strategic partnership with the Israeli Ministry of Defence. In March Karp stated that he was “exceedingly proud that after Oct. 7, within weeks, we are on the ground and we are involved in operationally crucial operations in Israel.”[27]
What those “operations” mean has been described in a UN report in June 2025[28], which identified Palantir as a company likely to be complicit in the “occupation and ongoing genocide in Palestine”. The report found that there are“reasonable grounds to believe Palantir has provided [Israel] automatic predictive policing technology, core defence infrastructure for rapid and scaled-up construction and deployment of military software, and its Artificial Intelligence Platform, which allows real-time battlefield data integration for automated decision-making”. In 2025 Karp responded to an accusation that Palantir’s technology contributed to the killing of Palestinians in Gaza by saying, “mostly terrorists, that’s true”[29]. The UN report stated that these actions demonstrate an “executive-level knowledge” about the war crimes committed by Israel and that Palantir’s failure to prevent them, or end its complicity, thus undermines its responsibility under the Geneva Convention.[30]
In May 2025 a group of former Palantir workers accused the company’s leadership of being complicit in “normalizing authoritarianism under the guise of a ‘revolution’ led by oligarchs.”[31] A worker explained that these tools “…allow users to track, detain and, in the context of war, kill people at scale with the help of AI. They deliver targets to operators by combining immense amounts of publicly and privately sourced data to detect patterns, and are particularly helpful in projects of mass surveillance, forced migration and urban warfare. Also known as “AI kill chains”, they pull us all into a web of invisible tracking mechanisms that we are just beginning to comprehend”[32]
In a report in September 2025[33], Amnesty International cited 15 companies as contributing to Israel’s “unlawful occupation, genocide or other crimes under international law”. Palantir was named as “supplying AI products and services to the Israeli military and intelligence services and are linked to Israel’s military activities in Gaza presently”.
4. Palantir in the UK
Palantir is led in the UK by Louis Mosley. Mosley’s general orientation can be divined from his speech at the Alliance for Responsible Citizenship conference in Feb 2025 (others speaking included Jordan Peterson, Peter Thiel and Nigel Farage).[34] Mosley cited Eric Weinstein[35] “whom we will hear from next, has coined a great term….the distributed idea suppression complex” which “exists to crush dissent and suppress information that might go against the orthodoxies and dogmas of our time, mobilizing hundreds of different institutions and censors all with plausible deniability”. This is “armies of fact checkers and experts, cadres of activists and lawyers, networks of universities, media outlets”. But he notes that the advantage is shifting from this “establishment” and that now (just after the accession of Trump to President) “in the US we are seeing government reforms that will change the lives of everyone in that country for the better there is no reason we cannot do the same here in Britain and elsewhere across Europe”.
Mosley is clear on his company’s mission – “Palantir was set up to ensure that the West wins….. Now, as part of that, it means that we are willing to do very controversial work like like you [the interviewer] described with ICE”, as well as his ambitions – “the U.K. can be an epicenter of defense, military technology development… I think it has the potential to be a key bridge into the rest of the continent”[36]
Whilst Palantir has billions of dollars in contracts with the US, its second largest customer is the UK. A report by The Nerve[37] found that the company has contracts in the UK worth at least £670m. This includes £388m with the Ministry of Defence across at least a dozen contracts and extensions, and more than £244m with the NHS. There are further contracts with city councils, police forces and DEFRA, and most recently the Financial Conduct Authority.[38] Palantir has hired dozens of senior people from the same departments that have awarded them contracts[39]. A £50m Met police deal with Palantir has recently been blocked by the London mayor, Sadiq Khan, with City Hall citing a “clear and serious breach” of procurement rules[40].
The Palantir contract with the NHS, based on the Federated Data Platform (FDP) holding patient data, has been the subject of considerable criticism[41]. The initial three-month contract was only made public under legal pressure, and the deal was then renewed for £23 million, again without evidence of competition.[42]This put the company in an ideal place to lead the successful 2023 contract for £330m.
As of February 2026, over 47,000 patients had written to their local trust boards complaining about their involvement in the FDP, urging trusts who have begun using it to withdraw, and those who are still considering it not to sign up. Take-up of the platform by health trusts is behind schedule. Concerns around the engagement of NHS with Palantir cover a wide range. One area is allegations of Palantir’s complicity in human rights abuses and other unethical practices, in line with the discussion above. A second concern is with senior government and NHS links with Palantir and the procurement process, and a third is with risks to patient trust and data privacy. In February 2026, the British Medical Association announced it will tell doctors to limit engagement with the FDP because of its links with Palantir.[43]Evidence has recently emerged[44] that Palantir used a marketing agency which used healthcare influencers to attempt to discredit the Good Law Project, a not-for-profit campaign organization which has been critical of the Palantir’s contract with the NHS. The influencers were told they must keep the brand confidential and not tag Palantir. It has very recently been revealed that NHS England has allowed staff from Palantir and other contractors to access patient data before it has been pseudonymised, despite internal fears of a “risk of loss of public confidence”.[45]
Palantir has been employed by the MoD for a decade – and now works across all areas of the armed forces. They are now working with the MoD to develop an equivalent version of the Maven project which was criticised above. The UK is “absolutely on that journey”, said UK Palantir head Louis Mosley.[46] Questions have been raised about the procurement process for the newest £241m three-year contract with Palantir, [47] announced in January 2026 to “boost military AI and innovation”. This was awarded without competitive tender. Peter Mandelson, shortly after being appointed as US ambassador, arranged for Keir Starmer to meet with Palantir CEO Karp in Washington during his US visit in February 2025. Karp signed a strategic partnership with the UK defence secretary, John Healey, later that year. Global Counsel, a lobbying company Mandelson co-founded and part-owns, also works for Palantir. Global Counsel has facilitated links between Palantir and the NHS, employing a former Health Minister and a Deputy Chief Executive of NHS England – the latter would go on to chair Palantir’s health advisory board whilst simultaneously serving as joint chair of four prominent NHS hospital trusts.[48]
5. Palantir and Investment Guidelines
Under the OECD Guidelines for Multinational Enterprises,[49] which apply in OECD states such as the UK, institutional investors are expected to conduct human rights due diligence on their holdings. This includes OECD recommendations on responsible business conduct in the development and use of technology.[50] Under these rules, everyone in the value chain, including investors, is “expected to build and use leverage (including collective leverage) to influence the entity causing the adverse impact, in order prevent, mitigate or remedy the impact.” This impact includes “real risks to human rights, labour, and democracy, including bias, discrimination, manipulation of consumers, the accelerated polarisation of opinions, privacy
infringement, and widespread surveillance.” As argued above, Palantir’s technology has been used with just such consequences.
The UN has also issued guidance for Heightened Human Rights Due Diligence for Business in Conflict-Affected Context.[51] This covers the involvement of companies in breaches of international law and human rights. As the reports cited earlier from the United Nations and Amnesty International have concluded, Palantir has been such a company.
6. Palantir as an investment
It is a legal requirement (“fiduciary duty” ) of USS to invest for the best financial interests of its members, and they quote legal advice that ethical issues could only be taken into account “if they did not pose a risk of significant financial detriment to the scheme and we had good reason to think that the scheme’s members shared each other’s concerns about the non-financial factors”. [52] The discussion above about Palantir ought to give USS some good reasons to think about member’s concerns.
What about the financial detriment? USS’s holdings in Palantir are in their top 100 investments, valued at £38m as of 31stMarch 2026[53]. This is about 0.05% of its assets. Divestment, and reinvestment into another profitable business, is hardly likely to pose a risk of significant financial loss to the scheme.
And as for the individual investment, it is much more arguable that holding onto Palantir shares involves a significant risk of financial detriment – to the value of those shares. Whilst the company is currently posting profits[54] its prospects have been heavily criticised. Palantir’s success with profitable contracts so far has been tied tightly to its early access to government – where they are not immune to competition.
The Wall Street Journal recently reported that “Palantir is at risk of being replaced, or at least rendered less necessary, by AI, according to AI company executives, current and former Palantir employees, and analysts who follow the company”[55]. There is nothing about its software that cannot be reproduced by competitors – and at scale by the tech monoliths using AI models. Michael Burry, who called the 2008 subprime mortgage crisis, depicted in the film The Big Short, bought put options on over $900m of Palantir shares in November 2025, betting that they will lose 70% of their value by 2027.[56] In the UK, the health authorities in Greater Manchester declined to transfer its health data to Palantir’s products, citing the superiority of their own existing system and evidence of a lack of local support[57], while the Homes for Ukraine charity saved millions by switching to their own systems[58].
7. Conclusion
Given the history and criticism of this company that is detailed above, we believe that USS has not followed due diligence, by taking account of international human rights law and the UK and OECD guidance, with regard to its investment in Palantir. We also believe that a considerable majority of USS members would be strongly opposed to their pensions being invested in this company. Finally, this company is not even a good financial investment. ABP, the huge Dutch pension fund, divested its €825m holding in Palantir this year[59] – USS should do the same.
